Executives in Asia lack confidence in the economic outlook and are therefore trying to streamline their internal operations in order to drive efficiencies rather than investing in new markets or hiring new staff. So suggests a survey of 258 senior executives from Asia, conducted in June and July 2009 and summarised in research published today by the Economist Intelligence Unit: From hindsight to foresight: Improving business transparency in the wake of the financial crisis. The study, which looks at what the region’s enterprises did right and wrong in managing through the crisis, was sponsored by SAP.
Facing an unpredictable business and economic landscape, 47% of respondents say their organisations are focusing on internal issues such as increasing the frequency of internal reporting, placing more emphasis on forward-looking analysis and transparency, and strengthening market intelligence gathering tools and processes. Asked which function or department is the focus of efforts to increase visibility and transparency, 73% pointed to the finance department.
These internal issues are dominating Asian companies' agendas, with innovation, market and product development all taking a back seat. Half of the survey respondents say the priority will be to streamline existing operations and systems. Only 24% are taking advantage of the downturn to hire new staff, despite the improved availability of a pool of skilled labour. Outward expansion is seen as important, but it is evidently a secondary priority. Only 31% of respondents surveyed are likely to take advantage of distressed asset prices to make an acquisition over the next 12 months.
“While short-term adjustments are important, companies need to look beyond survival,” says Manoj Vohra, director of research with the Economist Intelligence Unit. “Businesses should aim to take advantage of the downturn by acquiring quality talent and assets, improving focus on innovation, reinventing business models and looking for new markets. A recession is a unique opportunity for a company to improve market focus and reinforce its capabilities.”

"Clarity not only helps businesses achieve internal transparency and accountability, but also allows them to pursue growth opportunities by realigning business strategies and operational execution.”
Other key findings of the study include:
· Companies in Asia are ambivalent about the apparent economic recovery; India and China are the bright spots. While about one-third of respondents believe they are seeing a sustainable rebound in their country of residence, another one-third question whether the recovery is sustainable. A sizeable 27% do not even think there is a recovery. The most optimistic respondents are based in India and China, where six out of ten believe the recovery under way in their country is sustainable. The most pessimistic are based in Japan—44% of respondents there think the recovery will falter, while another 44% say there is no recovery in the country at all.
· The majority of the region’s companies did not anticipate how badly the financial crisis would affect them. Seven out of ten respondents say the global recession has brought home the fact that their firm is vulnerable to market risk, while 59% pointed to credit risk and 53% singled out liquidity risk. Forty percent say the crisis has exposed their company to the risk of relying on internal reporting that has turned out to be of poor quality in terms of accuracy, timeliness and completeness.
· The quality of risk management in the region needs to be improved. While six out of ten of the executives surveyed are satisfied with the risk-management function’s success in complying with regulatory requirements, there is a significant level of dissatisfaction with technology infrastructure and the quality of stress-testing and scenario planning. The respondents recognise that it will not be easy to improve risk management, citing such barriers as inadequate business systems and processes, lack of a culture of risk in the broader business, lack of accountability for risk management, and insufficient and poor-quality data.
· The majority of survey respondents are optimistic that the changes they are making now will result in big gains when the recession ends. Seven out of ten see a rise in revenues, 63% predict improvements in operational efficiency, and 59% expect increased market share. They also believe that the various initiatives will improve risk management capabilities (55%) and transparency and reporting (54%).
· In preparing for the upturn, the region’s companies are focused on internal consolidation rather than on innovation, new markets and products, and processes. Half of the surveyed executives say the priority will be to streamline existing operations. Only 24% are taking advantage of the downturn to hire new quality staff. Outward expansion is evidently a secondary priority: 35% are identifying new markets, 30% are developing new products and services, and another 30% are intensifying the focus on innovation. Only 31% of respondents surveyed are likely to take advantage of distressed asset prices to make an acquisition over the next 12 months.

Speaking in BBC Hindi’s radio programme Aap Ki Baat BBC Ke saath to be broadcast on Wednesday 30 September 2009, Sheila Dixit admitted making foolproof security for the games wil be challenge but her government is fully capable of ensuring safe games. Sheila Dixit said, ‘Delhi police forces are given special training to deal with the challenges, surveillance cameras and other high tech equipements would be in place. Security concerns would be taken into consideration even in construction of stadiums.’
Sheila Dixit said Delhi police ensured no untoward incident happened during hundreds of Ramlilas recently concluded in the city.
There have been concerns about shortfall in accommodations for visitors during the games. It has been estimated that around 40,000 rooms would be required of which only about 20,000 are in place. Shiela Dixit said, DDA (delhi Development Authority has readied additional 5000 flats which would be available for visitors. Besides I don’t think all the visitors would be staying in five star or three star hotels. Rooms will be available in smaller bread and breakfast type hotels. Delhi authorities a=have begun the process to ensure these hotels adhere to certain acceptable standards.’
Recently, P. Chidamaram, the Home Minister of India had urged Delhites to shed the tag of being ‘rude and indesciplined’. Chief Minister Sheila Dixit epressed confidence that, ‘Delhities would rise to the occasion’. She said traffic police and government would launch campaign to make driving in Delhi more disciplined and people more courteous. The campaign beginning in November would continue tilt run up to the Games.’
Sheila Dixit also said Delhi government is taking steps to meet demands for good transport system during the games. She said, ‘ About 4000 air conditioned and non air conditioned buses would be procured. Besides the government would also hire taxi cars from private companies during the games.
Sheila Dixit said her government would also lay emphasis on showcasing Indian culture to the visitors during the games. Various cultural events would be organized and most of the city’s historic monuments would be repaired and spruced up.

San Francisco hotel workers take to the streets
After rallying at Union Square in the heart of downtown, the workers took to the streets, pausing to chant and picket in solidarity as 92 of their number sat in at two of the city’s top hotels and were arrested for performing peaceful civil disobedience. Forty-three workers were arrested at the Grand Hyatt Hotel, and 49 were detained at the Westin St. Francis. All were later released.
At Union Square before the rally began, Linda Knighten, a cook at the Omni Hotel for over eight years, said that as a single mother with “a great kid” in college, her health coverage is vital, especially with student fees soaring and other financial pressures growing.
Asked about workloads, Knighten said management is “trying to get one person to do two people’s jobs.” She had been assigned to an eight-hour shift in the hotel’s cafeteria, during which she was responsible for feeding some 200 people. “Now they say I can do the cafeteria work in six hours, and do amenities for the rooms during the other two.”
As the marchers prepared to take to the streets, Local 2’s president, Mike Casey, updated the crowd on the status of negotiations. The union is currently bargaining with three major hotel corporations ― Starwood, Hyatt and Hilton. “All three of these employers have to date been dragging their heels, crying about how the economy is hurting their business,” he told the crowd.
Though the corporations have made billions in the last few years, and in recent months have seen “unprecedented improvements” in their earnings, he said, they are still trying to require their workers to cover their health care.
The union is offering alternatives, Casey said: a one year contract “that is reasonable” and will “cover our health care and pensions,” or a three or four year pact that improves wages and pensions, guarantees full maintenance of health care and reduces workloads. “The third option is that we will be happy to carry this contract into the next year,” when Unite Here locals in many locations will be bargaining at the same time.
The union points out that hotel workers, who average about $30,000 a year in wages, have in the past prioritized keeping their health care, which is fully paid for union members and costs an additional $10 per month for family coverage, over wage and pension increases.
The new contract will cover some 9,000 workers at more than 60 hotels, half of them the city’s largest luxury hotels. The contract that just expired was signed three years ago after two years of very difficult bargaining, a two-week strike, a nearly eight-week lockout and a boycott of the city’s hotels, initiated by Local 2.

South Florida hotels say tourism slump worst in decades
Many South Florida hoteliers are faring worse this September than last, with some calling the month the worst they can recall.
Manzelli said he boosted occupancy, but only with deep discounts, outreach to locals and a harvest of guests "trading down" from higher-priced lodging to his modest digs.
His 1950s-style Ronny Dee Resort Motel offers no restaurant or bar and few amenities, with prices negotiable even below published rates that start at $68 a night, he said.
"I'm holding my own, though business on Hotels.com and Expedia.com has slowed down from last year," Manzelli said.
Across South Florida, the news is grimmer, with revenues down more than 20 percent at some properties.
Three other mom-and-pop hotel operators in Broward County declined to be quoted by name in discussing the dog days of September, typically the worst month for South Florida tourism.
One hotelier said he faces headaches even renting out rooms long term. So many condo buildings nearby have units facing foreclosure that condo associations are allowing more rentals than usual, just to collect condo fees. That's increasing competition for hotels seeking to fill empty rooms.
Others said they're tapping savings to survive, as they struggle to pay insurance and property tax bills that have soared in recent years.
Even large hotels, with deep pockets, are feeling pressure to discount aggressively this September, as the recession and high joblessness hurt sales.
The 998-unit Westin Diplomat Resort and Spa in Hollywood now touts packages for leisure travelers to help offset the drop in its vital meetings and convention business. Its website offers spa deals and a fifth night free, among other promotions that change daily depending on how many rooms are available, said Jim Curtis, sales and marketing director.
The Diplomat also offers discount coupons in its daily in-house newsletter, such as 15 percent off golf. And for the first time, the resort is allowing locals to use its spa, offering free yoga classes and discounted spa treatments, Curtis said.
"We've had to be more flexible than we've ever been in the past," said Curtis, conceding occupancy still is lower than September last year.
The 80-room Brazilian Court hotel in Palm Beach reports occupancy up, but only because of lower room rates and new value packages.
Among the offers: A "Let's Make a Deal" program, where potential guests offer a rate and the hotel either accepts or counter-offers. The hotel also has a Florida resident discount for staycations and packages tied to lunch or dinner at the hotel's restaurant Cafe Boulud, said Stacy Lee, director of sales and marketing.
County tourism bureaus also are promoting specials this September: restaurant discounts in Miami-Dade, spa packages in Broward and final-night stays for $19.09 in Palm Beach County.
Still, results remain weak, according to preliminary numbers from Smith Travel Research.
The latest hotel data for the week ended Sept. 19 shows occupancy in Broward slipped to 51 percent, down 12 percent, and rates to $81.13, down 20 percent from last year. The weekly occupancy in Palm Beach County fell to 42.1 percent, down 14 percent, and rates to $90.24, down 16 percent.
Fired Hyatt housekeepers vote to reject hotel chain's job offer
"No way Hyatt," the housekeepers chanted at a press conference across the streets from the Hyatt Regency Boston.
"We want our jobs back, nothing else," said Lucine Williams, who worked at that downtown Hyatt for nearly 22 years. "We will not accept temp positions that are designed to put others out of work."
Union president Janice Loux declared an official boycott against the Hyatt, promising to aggressively go after Hyatt's customers and ask them not to do business with the hotel company. The housekeepers did not belong to the union, which represents local hotel workers.
Responding to public pressure over the firings, on Friday Hyatt offered the housekeepers fired at the three Boston-area Hyatts full-time positions with United Service Companies, a Chicago-based staffing organization that the hotel uses for contract labor at hospitals, hotels, and shopping centers. If they accept one of these jobs, the housekeepers will be guaranteed their Hyatt rate of pay through the end of next year and their Hyatt health care benefits through the end of March. Those who don't take the jobs will be offered career assistance and receive their Hyatt wages through the end of March or until they find a permanent job.
The Hyatt's Aug. 31 move to fire the Boston housekeepers, who made about $15 an hour, and replace them with subcontracted workers who make about half as much, sparked an uproar, prompting businesses to cancel conventions and Governor Deval Patrick to threaten a state boycott of the hotel chain if the housekeepers' jobs weren't restored. As of late Monday afternoon, Patrick had not yet called off the planned boycott.

Travel demand expected to rebound slowly
"There's just no good place to start," the president of Smith Travel Research said of the firm's 2010 forecast.
Travel demand, slammed by the recession like never before, appears to be improving but is still down significantly from a year ago. Demand is expected to rise only slightly in 2010 given a slow economic recovery, he said. Room rates, slashed so aggressively that Sheratons now compete with Four Seasons in price, will take much longer to recover.
A flurry of new hotel openings continues to be a drag.
Lomanno wasn't alone in his pessimism. Organizers of the Lodging Conference kicked off their 15th annual convention at the Arizona Biltmore Resort & Spa on Tuesday by asking attendees what they see in store for 2010. Most said they expect the challenges to continue through at least the first half of the year. One likened the situation to a street fight.
There were glimmers of hope: Biltmore General Manager Andrew Stegen reported that meeting prospects were up 300 percent and hotel-reservations tracking company Rubicon Group said the pace of bookings was accelerating for the first time in more than a year, and the pace of discounting was easing.
But the overall tone was one of resignation to the repeat guest no hotelier wants: the ghost of 2009.
The stakes are high for the Greater Phoenix economy, which is dependent on vacationers, business travelers and conventioneers to fill a celebrated collection of resorts, restaurants, spas and golf courses, not to populate tours and other attractions.
A new study released by the Greater Phoenix Convention and Visitors Bureau cites tens of thousands of jobs and $166 million in sales and property taxes from Phoenix hotels as evidence of the need to support the industry's recovery efforts. The city is trying to enlist residents as volunteer sales representatives, asking them to help woo the conventions of associations and other groups they belong to.
Phoenix hotels and resorts have suffered more than most in this recession and were among the first to show the bruises, posting double-digit declines in occupancy and rates beginning in early 2008.
The pain continues, although the rate of decline has slowed in some categories. Year to date through August, occupancy was off 14.4 percent with an average daily rate of 15.2 percent, and revenue per available room - the most closely watched figure - declined 27.4 percent, all above the national average and the average of other major markets, according to Smith Travel. Only New York saw a bigger decline in revenue per available room.
The reasons include:
• Business mix: The lineup of luxury resorts with ballrooms galore makes the area more dependent on big, multiday meetings with all the trimmings. Those events fell off sharply as companies started cutting costs and were canceled in droves after they became politically incorrect in the wake of publicity over lavish bashes by bailed-out businesses. Many companies and groups still are too skittish, on both fronts, to book future meetings.
"Our destination is a very high-profile destination," said Mark Vinciguerra, managing director of the Phoenician Resort and a regional executive for Starwood Hotels & Resorts. "When times are great, we're really doing great. But when times are bad, you have the opposite effect."
• Timing: The downturn deepened in late 2008 as Phoenix was heading into its peak winter season.
• Building boom: Phoenix has seen a 7 percent increase in room supply year to date, more than double the national average of 3.2 percent, thanks to high-profile additions such as the Sheraton Phoenix Downtown, W Scottsdale Hotel, InterContinental Montelucia Resort and several smaller chain hotels throughout the Valley.
The same factors are likely to keep Phoenix from leading the industry's recovery.
Bruce Baltin, senior vice president of PKF Consulting, said his firm's forecast that demand nationally will turn positive in the April-June period after nine quarters of declines will come too late to save this year's peak season in Phoenix.
Similarly, nascent signs that companies are starting to scout meeting sites and sign contracts won't help this winter.
"It's really not coming back fast enough to make a difference," he said.
New competition also will hurt, with PKF forecasting the number of rooms to jump by another 5 percent in 2010, behind only San Antonio, New York and Fort Worth. The problem: Demand in Phoenix is forecast to jump by only 3 percent, the firm said.
In San Antonio, in contrast, there is no such gap: Supply is due to rise 11.1 percent, demand 10.6 percent.
The statistics aren't encouraging Pointe Hilton Squaw Peak General Manager Teri Agosta admits, but there is a positive: Hoteliers are ready for a difficult 2010 after a miserable 2009.
"It's not catching us off-guard," she said.
In the short term, her central Phoenix resort is going after cost-conscious groups and government travelers who didn't have Phoenix resorts in their budgets but now do because rates have fallen so significantly.
It is still going after traditional group meetings but has found itself competing against new foes: fancier hotels and resorts. One meeting planner told her last week that prices were similar among nine hotels and resorts visited, including the Ritz-Carlton.
"She said, 'You guys are all within shooting range, which is very scary,' " Agosta said.
Sheraton Wild Horse Pass Resort, on the Gila River Indian Community, had a one-week sale earlier this month with room rates at $99 a night through Jan. 3, part of a nationwide Sheraton special. The special is lower than the resort's normal summer rates.
The hotel was pleased with the response, booking 442 rooms during the promotion, director of sales and marketing Patrick Connors said.
"We've never had to play in this type of pricing before," he said. "We keep trying new initiatives and different prices points and see what has the most demand. Right now in the Valley of the Sun, it's rates."
On the meetings side, Connors said he is encouraged that the pace of bookings is up from the depressed levels of a year ago, though all are for meetings in the short term.
Hotels are used to more stability, with groups booking meetings two or three years out.
"We're finally seeing the purse strings open up again," he said.
People can afford to wait, of course, because there's no worry about getting their pick of place and price or airline seats, he said. Vinciguerra expects more of the same into the middle of next year.
"We don't really see any new demand generators that are causing business to really change in any significant manner, upward or downward," he said.
The best read on the Phoenician's take on the recovery will emerge in the next month. That's when the resort, which in good times gets 65 percent of its business from groups, will decide whether to resume construction on its $40 million, 42,000-square-foot new ballroom. It is about two-thirds finished. Work on it had stopped in March.

I will tell you I'm a little resentful because I did not get to Pamela's Diner for pancakes. (Laughter.) Although, Prime Minister Yukio Hatoyama of Japan did get pancakes. And I don't know how he worked that, but he was raving about them.
Six months ago, I said that the London Summit marked a turning point in the G20's effort to prevent economic catastrophe. And here in Pittsburgh, we've taken several significant steps forward to secure our recovery, and transition to strong, sustainable, and balanced economic growth. We brought the global economy back from the brink. We laid the groundwork today for long-term prosperity, as well.
It's worth recalling the situation we faced six months ago -- a contracting economy, skyrocketing unemployment, stagnant trade, and a financial system that was nearly frozen. Some were warning of a second Great Depression. But because of the bold and coordinated action that we took, millions of jobs have been saved or created; the decline in output has been stopped; financial markets have come back to life; and we stopped the crisis from spreading further to the developing world.
Still, we know there is much further to go. Too many Americans are still out of work, and struggling to pay bills. Too many families are uncertain about what the future will bring. Because our global economy is now fundamentally interconnected, we need to act together to make sure our recovery creates new jobs and industries, while preventing the kinds of imbalances and abuse that led us into this crisis.
Pittsburgh was a perfect venue for this work. This city has known its share of hard times, as older industries like steel could no longer sustain growth. But Pittsburgh picked itself up, and it dusted itself off, and is making the transition to job-creating industries of the future -- from biotechnology to clean energy. It serves as a model for turning the page to a 21st century economy, and a reminder that the key to our future prosperity lies not just in New York or Los Angeles or Washington -- but in places like Pittsburgh.
Today, we took bold and concerted action to secure that prosperity, and to forge a new Framework for Strong, Sustainable and Balanced Growth.
First, we agreed to sustain our recovery plans until growth is restored, and a new framework for prosperity is in place. Our coordinated stimulus plans played an indispensable role in averting catastrophe. Now, we must make sure that when growth returns -- jobs do, too. That's why we will continue our stimulus efforts until our people are back to work, and phase them out when our recovery is strong.
But we can't stop there. Going forward, we cannot tolerate the same old boom and bust economy of the past. We can't grow complacent. We can't wait for a crisis to cooperate. That's why our new framework will allow each of us to assess the others' policies, to build consensus on reform, and to ensure that global demand supports growth for all.
Second, we agreed to take concrete steps to move forward with tough, new financial regulations so that crises like this can never happen again. Never again should we let the schemes of a reckless few put the world's financial system -- and our people's well-being -- at risk. Those who abuse the system must be held accountable. Those who act irresponsibly must not count on taxpayer dollars. Those days are over.
That's why we've agreed on a strong set of reforms. We will bring more transparency to the derivatives market. And we will strengthen national capital standards, so that banks can withstand losses and pay for their own risks. We will create more powerful tools to hold large global financial firms accountable, and orderly procedures to manage failures without burdening taxpayers. And we will tie executive pay to long-term performance, so that sound decisions are rewarded instead of short-term greed. In short, our financial system will be far different and more secure than the one that failed so dramatically last year.
Third, we agreed to phase out subsidies for fossil fuels so that we can transition to a 21st century energy economy -- an historic effort that would ultimately phase out nearly $300 billion in global subsidies. This reform will increase our energy security. It will help transform our economy, so that we're creating the clean energy jobs of the future. And it will help us combat the threat posed by climate change. As I said earlier this week in New York, all nations have a responsibility to meet this challenge, and together, we have taken a substantial step forward in meeting that responsibility.

Upscale hotel will rise downtown
Restaurateur and developer Mark Croce’s proposed upscale boutique hotel took a couple of major steps toward reality Thursday, with Croce and city officials announcing a $1.35 million state grant as they officially broke ground on the $19 million renovation project at Franklin and West Huron streets.
Mayor Byron W. Brown said the city had been approved by the state to get the full amount it had sought for Croce’s highly anticipated hotel under the Restore New York Communities Initiative.
“This is going to be a tremendous addition to downtown Buffalo,” Brown said.
Restore New York grants are designed to revitalize urban areas and stabilize neighborhoods. The state money can also be used for unique commercial projects that need some additional help to succeed, Croce noted.
Croce said the public-private partnership was needed to ensure the success of his biggest venture to date.
“The project has been on the drawing board for a while, but it was difficult to close the gap,” he said.
Croce, known for the casual and fine-dining restaurants he owns on Franklin Street, is planning to build a 110,000- square-foot hotel on the site of the former Curtiss Building, the Continental nightclub and a parking lot at Franklin and West Huron streets.
Speaking to more than 100 guests and dignitaries in a fenced-in parking lot on Franklin Street, Croce said the new venture would provide a “true boutique hotel experience” that is “as high-end as they come,” comparing it to the five-star Hazelton Hotel in Toronto.
And he said it would “complement all of the developments in the city,” citing Uniland Development Co.’s nearby Avant Building and Embassy Suites hotel in particular as an example he’d like to follow. “I hope to get just a little overflow from the Avant,” he said.
Plans call for the “lifestyle” hotel to have 57 rooms, including one deluxe presidential suite and three penthouse suites, as well as a three-meal, full-service restaurant, a 7,000- square-foot day spa and salon, and an “ultra unique” lounge.
It will also include 20,000 square feet of meeting space, banquet facilities and a boardroom. And it will not be a franchise, but an independent hotel that will offer package deals with nearby businesses.
The hotel will employ more than 80 people in management and hospitality jobs, not counting construction jobs for a year.
The project is located in an Empire Zone, so Croce will get sales tax credits on the materials for construction, as well as property tax, wage tax and sales tax breaks going forward — including for guests of the hotel. Plans call for it to be completed by the end of 2010, just before the National Historic Trust comes to town for its convention in early 2011.
He noted that local companies such as HSBC Bank USA, M&T Bank Corp., Delaware North Cos., Labatt USA and New Era Cap frequently bring executives and guests to town, and he’s “only looking for 57 rooms to fill.” And despite the addition or renovation of other hotel space recently, including the new Avant, Croce said there’s still demand for more.
“There’s not enough hotel rooms. It seems as we build new rooms, the demand keeps going up. People are enjoying the new product,” he said.

Group finds cash to restore Park Inn Hotel
A community development entity that helps administer federal tax credits has secured the cash to close the funding gap for a big project in northern Iowa. The money will help restore the Park Inn Hotel, the last standing Frank Lloyd Wright-designed hotel building in the world.
Officials with Iowa Community Development L.C. announced that the “Wright on the Park” group in Mason City will receive over two-million dollars in tax credits from the federal New Markets Tax Credit program. It’s designed to compensate investors for the perceived risk of investing in economically distressed communities, with the credits being distributed through community development entities.
I.C.D. board member Dan Robeson made the announcement. He says the money will allow the project to clear “a major hurdle.” Robeson says the I.C.D. board saw the positive impacts of restoring the building for Mason City’s downtown area.
“We get involved in projects where there’s a strong likelihood that the investment will produce economic activity to stimulate a positive outcome in and around the census tract where the project’s located,” Robeson said. “Simply said, this project does qualify. It’s in the right census tract.” Robeson says the I.C.D. board had been following the Park Inn restoration effort for a while and didn’t want to see it fail.
He says the board concluded that they wanted to make sure that Mason City was the community that saved the last Wright-designed hotel instead of the town that tore it down. The American Jobs Creation Act of 2004 expanded eligibility to the New Markets Tax Credit program to communities with census tracts in “high out-migration rural counties” based on 2000 census data. Cerro Gordo County has two qualifying tracts, including the Mason City downtown area where the Park Inn Hotel is located.

Hyatt offers fired housekeepers jobs elsewhere

Hyatt Hotels Inc. responded today to public outcry and calls for a boycott of the hotel chain, saying it would offer housekeepers it fired new jobs through an outside staffing agency or retraining programs.
Company officials said the 98 housekeepers -- who were fired last month and replaced by employees of a staffing agency -- would be offered jobs in the Boston area through United Service Companies -- an outsourcing firm -- at other hotels in the city. Hyatt does not plan to rehire them to work at its own hotels, it said.
The employees would be offered retraining services through the Manpower company and Right Management, Hyatt officials said.
"We have gone to a lot of effort" to create the options, said Farley Kern, Hyatt's director of Brand Relations. "We feel that there were aspects of the original business decision that we didn't handle in a way that was consistent with our values and this is a way to address that."
Governor Deval Patrick said this week that he would direct state workers to boycott the hotel chain unless the workers were rehired. Kyle Sullivan, a spokesman for Patrick, said in statement, "The governor has spoken with local Hyatt management and worker representatives, and is reviewing the proposal. In the end he wants to ensure that this is a proposal the workers can depend on and feel is fair. Having been treated so unfairly, they are understandably hesitant
to trust any proposal short of restoring them their jobs."
Officials from Unite Here Local 26, a union that represents hotel workers -- but not the fired Hyatt employees -- were not satisfied by the offer.
"Hyatt’s latest proposal is simply a smokescreen designed to trick people in to thinking Hyatt is doing the right thing," union president Janice Loux said in a statement. "It does not provide the women with the one thing they really deserve. These women have made it clear that they want to be returned to the jobs they have held for years, and Hyatt’s PR scheme does not diminish their determination."
The Boston Taxi Drivers Association, which has threatened to boycott Hyatt, said it is reviewing the offer before deciding whether to go ahead with the boycott.
"What they're trying to do is take the easy way out and think that it will all go away and that we have short memories," said Donna Blythe-Shaw, a taxi drivers union representative.
"This is absolutley unacceptable," she added. "They are not going to bring these people back."
Kern said the housekeepers would be offered new full-time positions at the same rate of pay through the end of 2010. The company said it would also extend health care coverage for the workers until March 31, 2010.
In a a press release, Hyatt officials said they are meeting with the housekeepers to explain the options, answer their questions and "ease the transition."

From a total of 3778 online display ad campaigns released in India between June-August 2009, 497 were by Personal or Matrimonial websites, amounting to thirteen percent of the total number of online campaigns, according to the Nielsen Online AdRelevance June-Aug’09 report from The Nielsen Company. Travel Booking Services and Education sector were the next most active contributors to online advertising, amounting to approximately eight percent each of the total number of online campaigns released in the period.
Consim Info is the top advertiser in the Personal or Matrimonial sector (in terms of number of campaigns) accounting for more than half of the advertising activity in this sector during Jun-Aug’09. In the Travel sector, MakeMytrip is the category leader, contributing 23 percent to the total online ad activity in the sector. Education is the third most advertised sector in the online space, led by Amity University (14%).
“Display advertising is expected to substantially expand in India, as Internet penetration accelerates and given the substantially lower costs involved in advertising online. It is an industry that has seen rapid growth in the past couple of years and has the potential to give traditional forms of advertising a run for their money. Keeping tabs on ad spending and campaigns in this space is definitely going to help marketers plan their strategies accordingly,” said Karthik Nagarajan, Associate Director, Online Division, The Nielsen Company.
In terms of number of campaigns, the top two advertisers are Consim and People Interactive – both predominantly advertising for their matrimonial/personals business. Consim accounts for eight percent of the total number of campaigns during June-August 2009 and People Interactive accounts for four percent. Info Edge is the third biggest player (3%) advertising mainly for their employment business.
According to the Nielsen Online AdRelevance report, Times Internet, Yahoo and Sify were among the leading publishers for online display advertising in India. 24 percent of all online campaigns during June-August 2009 included Times Internet properties. For Yahoo, that number was 21 percent.
